Yes, but I cannot guarantee it will work out of the box.

Can I commission a texture from someone who doesn't own the product?

Yes, anyone can get the latest substance painter files here: mayufication.app

Can I share or sell my own substance painter files for the avatar?

Yes, but only based on the substance painter files I created which mesh has none of the following: blendshapes, vertex groups & armature.
